Systems Engineering and Project Management

In my opinion, a research group is a system. It means that it has its goals and runs projects to achieve them. Therefore, in order for this system works, there should be the systems engineering (SE) approach have been implemented, and the project management (PM) methods should be adapted to eventually accomplish the tasks and achieve the goals.
Because the size of the system of a research group is not usually large, we do not hire system engineers and project managers to do these jobs for us. In these cases, it is up to the principal investigator to learn or at least make him/herself familiar with the concepts of these disciplines. Otherwise, the system will not work efficiently; it will just roam arbitrarily.
Some helpful textbooks are listed below which I may start to study when I become a principal researcher and build my system as a research lab or a research institute.

Not only the research groups but also the government and its numerous parts are indeed systems individually. There is no doubt that SE approach is the only reliable way to run the governmental systems and their subsystems. It necessitates the existence of system engineering departments in governments as the departments to study and design the elements and the relationships between those elements in such a complicated systems. I have heard from the Iranian government to have engaged in some efforts in the redesign of its own system, and there are open documents about the US government concerning its efforts in this regards. However, no effort of this kind, I have observed in the Turkish government.

At the current moment that I do not have professional knowledge about SE and PM, I want to write my thoughts about the management of the governmental system. Once I obtain the professional knowledge on the topic, I will evaluate and improve these thoughts accordingly.
Considering the government as a system, it should be composed of elements and relationships between those elements. Simultaneously, it has a goal and it runs projects to proceed to that goal.
The difference between the governments mostly arises from the goal that they focus on. This goal controls all the elements, relationships, and projects. In my opinion, the only goal of a government is to keep the society alive and happy forever. This target is an impossible goal which makes it eligible to be considered as the ideal state of the society. Because it is impossible, it will be a goal forever, and the system will always try to approach it as much as possible. This will be the root of the dynamism in the system. The term, society, in the goal, is defined as the elements of the systems including living and non-living members in the space and the time which they exist. Society includes every member such as people, animals, trees, sands and so on.
Although the two qualities of being alive and happy are understandable in the case of human, they remain arguably when we extend them to the other categories of the members. For instance, what would it mean for an animal to be happy? Or, what would it mean to a sea to be alive? However, when we ask people about these qualities, they feel them. That is why we see a water resort, like Aral, Urmiah, and Khazar in different levels of being alive. This raises usually from anthropomorphism
